I would like to make a brief survey of some of those new tools, in particular: new instruments and observing strategies; new models of cloud structure based on fractal and other scaling concepts; and new radiative transfer methods.
My second major theme of scale will arise naturally in this survey. Let us begin by ﬁrst looking back at where we were in the 1970s.
